Description

This PR bumps go-kit package from v0.9 to v0.13.1.
No change in syntax was required.

Testing considerations

Pushed on staging and made sure it build and response on routes.

Checklist

  • Prefixed the PR title with the JIRA ticket code
  • Performed simple, atomic commits with good commit messages
  • Verified that the commit history is linear and commits are squashed as necessary
  • Thoroughly tested the changes in development and/or staging
